I disagree. This "threaten" term gets thrown around way too much by professional victims. If I say "Badrogue, I'm going to shoot you!" That "threat" has so little credibility that it's really, really hard to even call it a "threat". Some guy saying he's going to re-rape Julie is abhorrent and a childish way to deal with a weird fascination with defending Kobe Bryant, but it's not a "threat" in any reasonable interpretation of the term.

Negative words online are certainly a "safety issue". Remember when she stayed home because of a "credible threat"? Would love to see how harmless that actual was. Having people fawn over her for her bravery for that was one of the top five non-food related moments in her life.
