i don't see what the problem is. they knew it wasn't an ideal launch pad. now they have to investigate why? they must be looking for circumvention of permit denails. musk already stated if they TRIED to build the right launch pad, the bureaucracy would have put the launch date back at least 2 years. I wonder if he was given a NO and he proceeded anyway.
