Welfare was a rest haven for a number of families and if you knew the history it was never supposed to be permanent. It was always supposed to be a temporary and not permanent solution.

our old next door neighbor certainly bragged about it. 2 individuals living together, he made probably 90-100k a year, she had a part time job receiving full gvt benefits for 4 children. He owned a small home a few blocks away. it basically was vacant and a PO box essentially. possibly not the norm but i don't doubt there are plenty in the same boat.
