I think he was advised it was a win-win. Makes him look like he cares about global outrage, galvanizes the warhawks on both sides, buys him time in the public eye, and ultimately delays Mueller for at least a week from releasing anything, I would think.

Plus it lets him kill some brown people, give a big important speech as pretend President, and play army man for a day, and I'm sure he loved that.

But honestly the likely reason Trump did this was because Obama didn't, and that's all that seems to matter to him.
