whatever the feds end up charging her with i dont think it's going to be an elaborate or sophisticated scam that was in place to enrich herself. For the most part my take (this drama is my favorite story ever) is she's just a narcissist who recklessly spent Village funds on perks for herself that she thought a mayor was entitled too. She's also clearly not very intelligent but doesnt realize her own mental limitations.
-built a synthetic ice skating rink, named it after her daughter (it's called the just-ice rink... her daughter's name is justice) but had no plan for the village to staff teh facility or generate revenue from it.
-hired a bunch of contractors to do work for the Village but didn't procure the services responsibly and did not follow the law to procure the services (no bid quotes for contractor services like tree trimming and other public works activities)
-racked up literally a million dollars of police overtime for 24/7 security detail using made up threats against her to justify the detail
-thought it was a good idea to spend $20k on these banners on the Village's main corridor
-created a cancer charity to look good, had the township donate $10k to kick start it, used township vehicles to travel to Springfield to promote the charity, then thought people would forget how the charity started as long as she wasnt listed on the organizational paperwork and played dumb when the charity didnt actually do anything to help cancer victims
-used public funds to fly first class, stay at fancy hotels, and eat like a king at expensive restaurants
-used public funds to pay for her stylist
-when her executive assistant told her she believed a Village trustee ally sexually assaulted her on the vegas trip her initial response to the victim when the victim told her was "this is going to ruin me", and then didnt do anything to help the victim and in fact then fired her a few months later
- fired a township employee because that employee, who was also a member of an obscure township school board, refused to go along with a plan to hire Tiffany's preferred municipal attorney Delgaldo
- hired her boyfriend to a $100k per year youth program director job at the township. he had zero qualifications for the job and many think he didnt do shit except collect a check
- had her staff use credit cards to get around trustees who were attempting to reign in spending
- during a township public comment session literally ran into a brawl started fighting people to "defend" her boyfriend who had instigated the whole thing to begin with.
- when trustees intiially started questioning the spending her reaction wasnt politically savvy. she didnt attempt to meet with the trustees to resolve issues... she decided to just withhold the financial information from the trustees, telling staff not to communicate with trustees
- literally puts her picture on every single village communications. even the 9/11 remembrance social media post
- when people outside of dolton started paying attention and trying to dig into with FOIA requests, henyard directed the admin to just ignore them despite being legally required to provide the information.
- would have her assistants put together video montages and presentations for her Mayor's report at board meetings that often lasted 30 minutes or longer.
- she is able to ramble on and on forever without stopping, elite bullshitter
- locked down Village hall using fake threats as an excuse limiting resident participation at public meetings with reduced seating.
- literally closed Village hall to the public, residents had to do village business in the little space between the outside doors and inside door
- thought it was a good idea to dress like nino brown from new jack city at the beginning of a village board meeting and reenacted a scene talking about where's my money?
- mistakenly assumed she had won back control of the board in 2023 when 2 of her trustees got elected... she for some reason assumed the 3rd trustee candidate, who was a write in, had also won.... when in fact she did not... but the first board meeting after the election and before the vote count was certified it was treated like a victory party for her. when in reality the write in lost and she still was outvoted 4-2 with the board.
- used township funds to put up 4 giant billboards with her name and face on them... the initial billboards placed misspelled "thorton" which is on brand for her.
- hired her closest allies to full time jobs at both dolton and thornton township, so they could double dip
-the chef's kiss to close out her story was how badly she got spanked in the 2025 primary election. as an incumbent she lost 88% to 12%. that's unheard of for an incumbent at a municipal election
she's a fascinating case study for local politics junkies. there's going to be an incredible netflix special made after the federal investigation is over. I'm going to miss her.
